Ramona C. Remsberg Fund for Heartly House

Founded by Heartly House through Mrs. Remsberg’s bequest to support its activities.

Ramona Remsberg devoted her professional and personal life to the betterment of Frederick County. As a professional, Mrs. Remsberg worked her way up from being a courier to president of Frederick County National Bank and Vice Chairman of the bank’s Board of Directors in retirement. Dedicated to a trailblazing 55-year career in banking and finance at a time when women were not in the field, Mrs. Remsberg made estate provisions to establish a scholarship fund to assist others interested in finance. The Ramona Corun Remsberg Scholarship Fund awards scholarships for post-secondary education, particularly for those pursuing finance careers. In addition to her career, Mrs. Remsberg was actively involved in the Frederick County community. She volunteered in leadership roles with Frederick Memorial Hospital, Hood College, Homewood, Frederick County Chamber of Commerce, Frederick Arts Council, Frederick County Mental Health Association, the Rotary Club of Frederick, United Way, The Community Foundation of Frederick County and more. She was also an active member of Jefferson United Church of Christ for 63 years. In her “free time,” she was an avid fan of the Washington Redskins and University of Maryland football and baseball. She loved traveling with friends as well.

Colleen M. Remsberg Memorial Fund

Founded through Mrs. Remsberg’s estate to support The Mount Olivet Preservation and Enhancement Fund, Heritage Frederick, Evangelical Lutheran Church, and The Delaplaine Visual Arts Education Center.

Mrs. Remsberg was well-known for her love of history, historic preservation, and art, and her legacy continues through this fund.

Donald B. Rice Memorial Scholarship Fund at Saint John’s Catholic Prep

Founded by wife Mary Rice and her children for students to attend St. John’s Catholic Prep.

Donald B. Rice was an athlete, business leader and public servant in Frederick County. In the 1940s, Mr. Rice opened Rice Tires, which began as a small rethreading business and expanded to include retail, wholesale and international sales. In the 1950s, Mr. Rice served on the Board of Aldermen and as Mayor. Mr. Rice’s wife and children established the fund in his memory. The fund provides scholarships to students to specifically attend Saint John’s Catholic Prep. Mr. Rice’s three sons had attended the school and, he credited the value of their private education as a major factor in the professional success his children went on to achieve.

Barry D. Richardson Memorial Scholarship Fund for the Visual Arts

Founded by wife Shirley Richardson and daughter Katie for Frederick County residents attending Frederick Community College, preferably those pursuing a visual arts career.

Inspirational and well-known artist, Barry David Richardson, was born on January 6, 1948 in Washington D.C. He grew up at the foot of the Catoctin Mountains in Frederick, graduating from Frederick High School, Frederick Community College and Frostburg State College. He earned his Masters of Fine Arts degree from the Maryland Institute of Art in Baltimore. In the 1970’s and early 1980’s, Barry taught art at Greenbelt Junior High School, Governor Thomas Johnson Middle and High Schools and Frederick Community College. In 1987, Barry resigned from teaching to pursue his full time painting career to enormous success. His paintings have been displayed in numerous museums and galleries in over forty states and in several countries. He was a charitable man and donated many of his pieces for various fundraisers. Barry’s passions included family, friends, landscaping, gardening, hiking, fishing, traveling, and, of course, painting local Frederick scenes. His wife, Shirley, and his daughter, Katie, established The Barry D. Richardson Memorial Scholarship Fund for the Visual Arts to further his legacy when Barry died of a brain tumor in 2001. The Fund provides annual scholarships for Frederick County residents attending Frederick Community College, with preference given to those students seeking a career related to the visual arts, including art education, art therapy, graphic design, and photography. To honor the legacy of a man dedicated to art, the scholarship fund in his name assists other students eager to study and pursue a career in this field.
